Private property on land is generally accepted. Is the sea different? Does it belong to all people, is its healthy existence too important to all to be left in the hands of some? This program examines the Law of the Sea, and the political, nationalistic, economic, and individual problems that prevent nations from doing what must clearly be done. The prime example is the case of Japan filling in part of the sea around an island in order to appear to be obeying the letter of the Law of the Sea. In view of the size and importance of the sea and the advances in technology for destroying it, this is a problem that must be solved and will not brook much postponement. (26 minutes)
